Rated Shaft over Kiln in a V-B Building

I have a Type V-B, 1 story building. Mainly E occupancy. Building is on a school campus. We plan on enclosing 1 area of a Classroom. This area has an existing Kiln (oven) for ceramic projects. This new area will be an F-2 occupancy and will require a 1 hour fire barrier separating it from the rest of the spaces. To my knowledge the existing Roof assembly has no requirements for rating (being a V-B).

Question: The existing Kiln has a metal hood and integral vent shaft that penetrates thru the ceiling. I'm trying to determine if a fire rated shaft is required...

I'm using CBC referencing 713.4. Accordingly, it appears that I have to have at least a 1 hour rated shaft. However, I thought reading elsewhere that if the Roof assembly has no rating then a rated shaft is not necessary...
