Reach range in side reach?

Is there any guidance anywhere on how far forward or back side reach is supposed to go? Is a wheelchair user supposed to be able to reach out 10" 48" high at the back of their wheels? For instance, there is nothing that says the clear floor at an EV charger needs to be centered and there is nothing that says it can't be a side reach. We are seeing these things butchered on curbs and with bollards and accessibility is getting ugly...Just thinking out loud.....

I find it interesting that these reach ranges are applicable from 15-46” for an obstructed reach that is up to 24” deep.
Think of a base cabinet where there’s an accessible shelf at 15” AFF and another at 24” AFF. How is the person sitting in the wheelchair expected to reach to the back of the 15” high shelf? Wouldn’t their arm get obstructed by the shelf above?
 
The way I read ADAS is that the reach range extends the length of the clear floor space (30" for front reach, 48" for side reach). That said, I agree with mark and the Access Board for how things should be designed and built.
