reach ranges for closet rods height in a Type B unit

There is not a requirement for Type B units. The closet rod does not have to be accessible.

Type B units are intended to be convertible, but are not entirely accessible. A closet rod could typically be added at a lower height if requested as part of a reasonable accommodation request.
