Rebuilding a Bathroom Shower Including Shower Pan

A permit is required but not plans, What would have been discovered in a plan check would be discovered during an inspection. We have bigger fish to fry.
 
In my world, a permit would be required if
a) the renovation is dicking around with a fire separation or fire stop (wall adjacent to another suite/corridor, most like) or
b) accessibility requirements apply.
 
Moving the location of a drain for a tub to shower or shower to tub or shower to shower can be a big issue in a high-rise, especially if it is a post tension building. Many condo associations don't allow the any slab work at all for this very reason among some others.
