2009 I-codes (for the most part) PA really butchered the 2006 through 2015 Codes.
A building currently receives its stock of dry goods for the needed by carrying it through the front door, down the hall, through the kitchen, through the community room and finally into the storage room. Because of the layout of the building and the site, there is an opportunity to lay a driveway up to an existing door that happens to be on the exterior wall of a women's restroom (and elevated to truck floor height) to receive stock through the restroom, then through the community room and into the storage room. It really is a significantly shorter distance which would allow the use of a hand truck.
