Removal of underground gas tanks at gas station that just closed

Is there anything in the IBC or other I codes that covers the removal of underground gas tanks from a gas station that is going out of business? Would there be any licensing requirements for the company removing the tanks?
 
State and/or Fed EPA, and/or local ordinances. Nothing I can think of in the I-codes on tank removal.

From the `12 IFC, Section 5704.2.13 - Abandonment and status of tanks:

"Tanks taken out of service shall be removed in accordance with Section 5704.2.14,

or safeguarded in accordance with Sections 5704.2.13.1 through 5704.2.13.2.3

and API 1604."

Any licensing requirements, for the Contractors, [ typically ] will come thru, or be

issued by the state department of environmental quality, or a similar agency.

We use to allow tanks to be filled and abandoned in place,

We do not allow that anymore

After one year of non use pull them

Do not allow them to be cut up on site

Could you please explain why they have to be removed after a year and why they can't be cut up on site and why they can't be filled in?

Tanks leak, if not removed you can't remove and sanitize the soil underneath.

IFC says so:

3404.2.13 Abandonment and status of tanks. Tanks taken out of service shall be removed in accordance with Section 3404.2.14, or safeguarded in accordance with Sections 3404.2.13.1 through 3404.2.13.2.3 and API 1604.

3404.2.13.1 Underground tanks. Underground tanks taken out of service shall comply with Sections 3404.2.13.1.1 through 3404.2.13.1.5.

3404.2.13.1.1 Temporarily out of service. Underground tanks temporarily out of service shall have the fill line, gauge opening, vapor return and pump connection secure against tampering. Vent lines shall remain open and be maintained in accordance with Sections 3404.2.7.3 and 3404.2.7.4.

3404.2.13.1.2 Out of service for 90 days. Underground tanks not used for a period of 90 days shall be safeguarded in accordance with all the following or be removed in accordance with Section 3404.2.14:

1. Flammable or combustible liquids shall be removed from the tank.

2. All piping, including fill line, gauge opening, vapor return and pump connection, shall be capped or plugged and secured from tampering.

3. Vent lines shall remain open and be maintained in accordance with Sections 3404.2.7.3 and 3404.2.7.4.

3404.2.13.1.3 Out of service for one year. Underground tanks that have been out of service for a period of one year shall be removed from the ground in accordance with Section 3404.2.14 or abandoned in place in accordance with Section 3404.2.13.1.4.

IFC allows them to be abandoned in place, but our city will not allow it, and I think our state pollution people do not allow it.

I have not seen it happen, but been in a city where a couple of times they have taken a torch to the and kind of made a nice explosion.

With the fiberglass, they can just hit them a few times and scoop up the remains..

Plus if you fiull them, I think the building code use to say you can not build a building on them
