Replacing Panelboard in Existing Structure

If an owner contacts an electrician to replace their aging panelboard, let's say an MLO that was originally placed inside the laundry closet 40 years ago, and is on the wall alongside the washer or dryer, must the panel be moved to a legal location just to be replaced?

As long as working space for the panel clearance is provided it should be fine.
