Required Parking

Zoning sets rules for different areas regarding required parking and unloading requirements.
building in question has a requirement of 1 parking space / 4 occupants.
the building has no parking lot available to it.
Does the general curb side city parking along the street satisfy this requirement?
Building occupancy is 35 they would be taking up 9 parking spaces.

My thoughts are this does not satisfy the rule because it is not dedicated parking to the business.

nevermind it does state in an earlier section that off street parking requirements.

I read back through it does say off street parking.
