Requirements for Partial Change of Occupancy - 2020 NYSEBC

Confused by circular reference - please help me understand:

1001.2.2 Change of Occupancy Classification or Group
Where the occupancy classification of a building changes, the provisions of Sections 1002 through 1011 shall apply. This includes a change of occupancy classification and a change to another group within an occupancy classification.

1001.2.2.1 Partial Change of Occupancy
Where the occupancy classification or group of a portion of an existing building is changed, Section 1011 shall apply. We have and existing business occupancy and proposing a partial change of occupancy on 2nd floor to an S-2. The building is used by one tenant - Does section 1001.2.2 above apply- meaning we need to reference 1002 through 1011 or is a partial change in occupancy only required to comply with 1011? The odd thing about 1011 is that it also references sections 1002 through 1011. So do sections 1002 through 1011 apply to partial change of occupancy or only 1011 ? See section below.

1011.1 General
The provisions of this section shall apply to buildings or portions thereof undergoing a change of occupancy classification. This includes a change of occupancy classification within a group as well as a change of occupancy classification from one group to a different group or where there is a change of occupancy within a space where there is a different fire protection system threshold requirement in Chapter 9 of the Building Code of New York State. Such buildings shall also comply with Sections 1002 through 1010 of this code. The application of requirements for the change of occupancy shall be as set forth in Sections 1011.1.1 through 1011.1.3. A change of occupancy, as defined in Section 202, without a corresponding change of occupancy classification shall comply with Section 1001.2.

1011.1.1 Compliance With Chapter 9
The requirements of Chapter 9 shall be applicable throughout the building for the new occupancy classification based on the separation conditions set forth in Sections 1011.1.1.1 and 1011.1.1.2.

[NY] 1011.1.1.1 Change of Occupancy Classification Without Separation
Where a portion of an existing building is changed to a new occupancy classification or where there is a change of occupancy within a space where there is a different fire protection system threshold requirement in Chapter 9 of the Building Code of New York State, and that portion is not separated from the remainder of the building with fire barriers having a fire-resistance rating as required in the Building Code of New York State for the separate occupancy, the entire building shall comply with all of the requirements of Chapter 9 of this code applied throughout the building for the most restrictive occupancy classification in the building and with the requirements of this chapter.
 
Should be "just" 1011....S-2? You are storing bricks?
Mostly glass artifacts. And if we don't separate the two occupancies B to S-2 (sprinklered, historic, 4 story with basement and mezzanine on third story) do we need to comply with Chapter 9 of BC? I guess my issue is most sections reference Change of occupancy and not specifically partial change of occupancy. And from what I understand about the definition of change of occupancy is that a partial change IS a change of occupancy, so why differentiate?
CHANGE OF OCCUPANCY: A change in the use of a building or a portion of a building that results in any of the following:
A
change of occupancy classification.
A change from one group to another group within an occupancy classification.
Any change in use within a group for which there is a change in application of the requirements of this code.


Also, Chapter 12, Historic Buildings states that a historic building is not required to provide a 1-hour occupancy separation where sprinkler is required. And I don't see tables 1011.4, 1011.5, 1011.6. applying since there isn't an increase in hazard level. I don't know where to draw the line with change of occupancy requirements especially since the alteration level is only a Level 1.
