Restaurant booth platform height

Anyone aware of maximum height for "platforms" that a booth would sit on so you could have bar stools on the other side of the table? Trying to avoid a step or handrail requirement and assuming I get 7 1/4" but hoping it's greater than that?

Seems like if you want bar high chairs on one side,

The seat on the other side would be fairly high
 
Can't see how you could build that to code. Maximum height of riser is 7", minimum width of stairs is 36" with a landing on the bottom and top of 36" by 36", handrails required. And then there are accessibility requirements..
 
30" table top height (+) 7" step ='s 37", hmm? seat of booth would then be 7" (+) 17" = 24", hmm? How would you side transfer from a WC to the booth?

Why would you have to? Provide one booth (or 2, or however many) exactly like it at ground level/without the step, and be done.
 
Tho only reason you would have to is if the raised booth tables provided a different dining experience like a great view or something like that.
