Romex or BX in NJ

2 quick questions (Union, NJ)

1. Is Romex (12/3) still allowed in Jersey?

2. I need to connect a sub panel to main panel. I can't find 3/3 Romex anywhere. Does the code allow 2/3 Romex or must use BX?
