Roof < 5' from property line

Flat roof less than 5' from property line (CA)....no parapet, no sprinklers (converting a garage to an ADU). Does the roof need 1 hour protection? If so, can it be installed on the interior of the rafters rather than under the roofing?

Now same scenario but a sloping roof (cathedral ceilng), same solution as above?
