Roof Access

I am working on a project where the owner prefers a stairway be provided to roof rather than ladder. We are looking into a roof access hatch that has a stair integrated with the hatch, but are running into some tight headroom clearances. I was curious if anyone knew of any exceptions for headroom? It is technically not a "means of egress".
 
I agree with Mark, there is not an exception. Use a ship ladder and headroom should be ok with traditional curb mounted roof access hatch.
 
The building code might not regulate it, but OSHA probably does. Don't use the typical 2 ft. x 3 ft. hatch, it will take a 4 or 5 ft. long hatch to give you the headroom.
