Roof Deck Access | Single-Family

I'm working on a 2-story single-family residence with a flat roof deck. Does this need full code-compliant stair access, or can I use a roof hatch with ladder? Or, does it depend if I permit it as an occupied roof deck (flooring, tables and chairs) vs. A/C equipment maintenance access?

I'd prefer a steep stair with hatch access to avoid an enclosed stair & landing popup at the roof.

If occupiable, then it will need a traditional stair for egress.

If not occupiable, and it is merely a flat roof, then access is not typically required for residential construction.
