Rooftop/courtyard means of egress

In a new construction building there is an exit discharge onto a rooftop/courtyard. Due to the site not being level, this rooftop/courtyard which has a parking garage underneath, leads to a public way. Measuring the exit access travel distance of the rooftop/courtyard would be from the most remote point to where? The public way? Or, does this rooftop/courtyard not have to comply with means of egress requirements?
 
I would say that if the parking garage roof assembly has a proper fire resistance rating and occupants can move towards the
public way unhindered, there is no point to keep measuring.
I would consider the entrance to the rooftop as an exit.
 
i don't think it can end on the roof unless it meets the exception:

1017.3 Measurement. Exit access travel distance shall be
measured from the most remote point of each room, area or
space along the natural and unobstructed path of horizontal
and vertical egress travel to the entrance to an exit.

Exception: In open parking garages, exit access travel
distance is permitted to be measured to the closest riser of
an exit access stairway or the closest slope of an exit
access ramp.
