Do you feel that Section 1505, IBC 2015, is applicable to requiring a Class B fire classification for a poured playground surface according to ASTM E109 or UL790. This is the top layer of the roof assembly. Is there a case to be made that the “roof covering” requiring the Class B listing is actually the waterproof membrane that sits on the structural deck below the assembly? Might the rubber top layer be considered a “furnishing, playground or equipment,” or some other category which would be exempt from this requirement?
