Is the following facility an S-1 Storage or S-2 Parking Garage?
7,000 SF metal building - fully enclosed with garage doors and walk doors for access - for parking church vans (all smaller than commercial vehicles) in order to keep them safe when not in use.

311.3 Low-hazard storage, Group S-2. Storage Group S-2 occupancies include, among others, buildings used for the storage of *noncombustible materials such as products on wood pallets or in paper cartons with or without single thick- ness divisions; or in paper wrappings. Such products are permitted to have a negligible amount of plastic trim, such as knobs, handles or film wrapping. Group S-2 storage uses shall include, but not be limited to, storage of the following:
Asbestos
Beverages up to and including 16-percent alcohol in
metal, glass or ceramic containers
Cement in bags
Chalk and crayons
Dairy products in nonwaxed coated paper containers
Dry cell batteries
Electrical coils
Electrical motors
Empty cans
Food products
Foods in noncombustible containers
Fresh fruits and vegetables in nonplastic trays or containers
Frozen foods
Glass
Glass bottles, empty or filled with noncombustible liquids
Gypsum board
Inert pigments
Ivory
Meats
Metal cabinets
Metal desks with plastic tops and trim
Metal parts
Metals
Mirrors
Oil-filled and other types of distribution transformers
Parking garages, open or enclosed
Porcelain and pottery
Stoves
Talc and soapstones
Washers and dryers

*Note that the requirement that the stored material be noncombustible. As classicT mentioned, trailers could be an issue. Empty trailers with a metal floor and shell would not be a problem. Empty trailers with wood floors might be a game changer.

Given that vehicles burn like match heads, it seems out of place to include them in a category designated noncombustible. If the buses are battery powered there is a special hazard.

Thank you. Would section 406.6.2 Ventilation apply? This project is under IBC 2012 and the commentary to the code says...

Enclosed parking garages are required to be venti-lated
in accordance with the provisions of the IMC. If
motor vehicles will be operated for a period of time
exceeding 10 seconds, the ventilation return air for
the enclosed parking garage ventilation system must
be exhausted (see Section 404 of the IMC).

But I don't see where the "10 seconds" is coming from. Ventilation according to IMF is 24/7.
