Secondary drainage required in exterior canopies?

I'm curious if there's anyway to get around the requirement of needing secondary overflow drainage for canopy systems that are located outside and their fabric is translucent. If water ponds it would be highly visible from below and the catch area is no higher than 1'4" so the structure could support the water weight until the drain is cleared. Might be a silly question but thought I'd ask - thanks

Maybe … maybe not. And just because the ponding water is visible doesn’t mean anyone will take the time to clear the drain. The risk of the water or structure falling on a pedestrian is too high.
