secondary suite in Ontario: exterior landing

Does a secondary suite need a minimum exterior landing size? The exterior door is only a couple of inches above grade.

I have read that a 3' x 3' landing is required, but have also read there are exceptions (?). I only have 29" to neighbour's property.

In relation, is the 29" along the side of the house sufficiently wide for an exterior corridor to the front yard and driveway?

Yes, an in-law apartment. As to the 3 x 3 pad, I was wondering if an exception applies as there are no stairs.
