Sedalia Missouri, population 21,000, Recently held a public meeting about adopting the 2021 International Codes. A least one property owner is fighting the change. She stated that the new codes may hamper property development and the city council needs to engage more with the residents before deciding. Nothing was mentioned on what the economic impact of new codes would be by the building department.

Looks like the person in the article who assumed that new codes = more $$ has recent pulled a permit with the building department:
If this was their first rodeo dealing with modern building codes, I can see how that would make them wary about even more changes.
But if you look at the language of the proposed code adoption, you'll see they crossed out all the IEBC energy conservation upgrades.
And more recent codes are actually simpler in some cases than their currently adopted 2015 version, such as how to calculate allowable yard increases.

I find the old calculation a lot quicker, easier, and more straightforward than having to go to 2 extra tables to get heights & areas.
