Seismic Category II, or III?

I am designing a building to enclose a central steam (boiler) plant, occupancy F-1. Per table 1604.5 that is normally Seismic Risk Category II.
However, the building will sit within the middle of a secured campus of an I-3 Juvenile Hall, and the steam it generates exclusively serves the I-3 occupancy.
I-3 occupancies are Seismic category III, which is "buildings that represent a substantial hazard to human life in the event of failure".
  • Should the F-1 occupancy building be considered risk Category III because it could fall on people standing outside the building who are I-3 juveniles?
  • Should the F-1 occupancy building be considered risk Category III because its failure would disrupt heating, kitchen sanitizing equipment, hot water for sanitation, etc.? (Or is the answer 'no' because the loss of these functions would not result in a substantial hazard to human life"?)

1604.5.1 Multiple occupancies.
Where a building or structure is occupied by two or more occupancies not included in the same risk category, it shall be assigned the classification of the highest risk category corresponding to the various occupancies. Where buildings or structures have two or more portions that are structurally separated, each portion shall be separately classified. Where a separated portion of a building or structure provides required access to, required egress from or shares life safety components with another portion having a higher risk category, both portions shall be assigned to the higher risk category.

Category II IMHO since they are structurally separate.
