I am designing a building to enclose a central steam (boiler) plant, occupancy F-1. Per table 1604.5 that is normally Seismic Risk Category II.
However, the building will sit within the middle of a secured campus of an I-3 Juvenile Hall, and the steam it generates exclusively serves the I-3 occupancy.
I-3 occupancies are Seismic category III, which is "buildings that represent a substantial hazard to human life in the event of failure".

- Should the F-1 occupancy building be considered risk Category III because it could fall on people standing outside the building who are I-3 juveniles?
- Should the F-1 occupancy building be considered risk Category III because its failure would disrupt heating, kitchen sanitizing equipment, hot water for sanitation, etc.? (Or is the answer 'no' because the loss of these functions would not result in a substantial hazard to human life"?)
