Can anyone point me to the appropriate section from the 2012 IBC which speaks to the requirement that pool walls be self supporting when located adjacent to the top of a slope?

TIA

Ask the applicant to submit structural calculations and then ask the engineer to justify the passive resistance. Reading of Chapter 18 leads me to believe that a geotechnical report is needed unless the building official decides it is not needed. Invoke your prerogative and ask for the geotechnical report. Make sure the geotechnical report addresses this question and then require the engineer's design to be consistent with the geotechnical report.
