Sewage system/water problem?

I manage an 8 unit apartment and the sewage water comes out whenever it wants to come out. Could come out every 6 months, every year, or whatever. The thing is when the sewer water does come out, it goes through the fence and into the neighbors parking lot. The neighbor is not happy and does not want this to happen again. The problem/thing is i do not know when the sewer water will come out, and cannot stop the sewer from coming out. Are there any suggestions on how to resolve this?
 
is the building served by municipal sewage or on site septic? if septic the system could be in failure, or either a partial clog, broken pipe. you could hire a drain profession to camera the line to see what is going on, jet the line or by mechanical snake to unclog it
