Shopping Center TI - Accessible Restroom

Hello everyone,

I have a Pharmacy TI project. Accessible restroom is in the back and the plan checker is asking to be in the customers area. I remember there's somewhere in CBC mentioning that accessible restroom within 200 feet in the shopping center is acceptable.
Is this correct? If yes, where can I find it.

Is the restroom available to the public, or is it in an employee only area? 2902.3 requires public access, 2902.3.2 specifies location. If the restroom is open to the public but does not contain an accessible use stall, see 11B-231.1.

[P] 2902.3 Employee and public toilet facilities
Customers, patrons and visitors shall be provided with public toilet facilities in structures and tenant spaces intended for public utilization. The number of plumbing fixtures located within the required toilet facilities shall be provided in accordance with Section 2902.1 for all users. Employees shall be provided with toilet facilities in all occupancies. Employee toilet facilities shall be either separate or combined employee and public toilet facilities.
Exception: Public toilet facilities shall not be required in:
  1. Open or enclosed parking garages where there are no parking attendants.
  2. Structures and tenant spaces intended for quick transactions, including takeout, pickup and drop-off, having a public access area less than or equal to 300 square feet (28 m2).

[P] 2902.3.2 Location of toilet facilities in occupancies other than malls
In occupancies other than covered and open mall buildings, the required public and employee toilet facilities shall be located not more than one story above or below the space required to be provided with toilet facilities, and the path of travel to such facilities shall not exceed a distance of 500 feet (152 m).
Exception: The location and maximum distances of travel to required employee facilities in factory and industrial occupancies are permitted to exceed that required by this section, provided that the location and maximum distance of travel are approved.

11B-213.1 General
Where toilet facilities and bathing facilities are provided, they shall comply with Section 11B-213. Where toilet facilities and bathing facilities are provided in facilities permitted by Section 11B-206.2.3 Exception 1 not to connect stories by an accessible route, toilet facilities and bathing facilities shall be provided on a story connected by an accessible route to an accessible entrance.

11B-213.1.1 Toilet facilities for designated user groups
Where separate toilet facilities are provided for the exclusive use of separate user groups, the toilet facilities serving each user group shall comply with Section 11B-213.​

11B-213.2 Toilet rooms and bathing rooms
Where toilet rooms are provided, each toilet room shall comply with Section 11B-603. Where bathing rooms are provided, each bathing room shall comply with Section 11B-603.
Exceptions:
  1. In alterations where it is technically infeasible to comply with Section 11B-603, altering existing toilet or bathing rooms shall not be required where a single unisex (single-user or family) toilet room or bathing room complying with Section 11B-213.2.1 is provided and located in the same area and on the same floor as existing inaccessible toilet or bathing rooms.
  2. Reserved.
  3. Where multiple single user portable toilet or bathing units are clustered at a single location 5 percent, but no fewer than one, of the toilet units and bathing units at each cluster shall comply with Section 11B-603. Portable toilet units and bathing units complying with Section 11B-603 shall be identified by the International Symbol of Accessibility complying with Section 11B-703.7.2.1.
  4. Where multiple single user toilet rooms are clustered at a single location, 50 percent, but no fewer than one, of the single user toilet rooms for each use at each cluster shall comply with Section 11B-603.
  5. Where toilet and bathing rooms are provided in guest rooms that are not required to provide mobility features complying with Section 11B-806.2, toilet and bathing fixtures shall only be required to comply with Section 11B-603.6.

Just curious...does your project include a bathroom for the exclusive use of the pharmacy personnel? As in within the confines of the pharmacy?

located in the same area as a general circulation path. Where
the circulation path is interior, the accessible route shall also
be interior. Where only one accessible route is provided, the
accessible route shall not pass through kitchens, storage
rooms, restrooms, closets or similar spaces.

422.1 Fixture Count
Plumbing fixtures shall be provided for the type of building occupancy and in the minimum number shown in Table 422.1. [OSHPD 1, 2, 3 & 4] and Tables 4-2 and Table 4-3
The total occupant load and occupancy classification shall be determined in accordance with Occupant Load Factor Table A and the California Building Code. Occupancy classification not shown in Table 422.1 shall be considered separately by the Authority Having Jurisdiction.
The minimum number of fixtures shall be calculated at 50 percent male and 50 percent female based on the total occupant load. Where information submitted indicates a difference in distribution of the sexes such information shall be used in order to determine the number of fixtures for each sex.
Once the occupancy load and occupancy are determined, Table 422.1 shall be applied to determine the minimum number of plumbing fixtures required.
Where applying the fixture ratios in Table 422.1 results in fractional numbers, such numbers shall be rounded to the next whole number.
For multiple occupancies, fractional numbers shall be first summed and then rounded to the next whole number.

422.2 Separate Facilities
Separate toilet facilities shall be provided for each sex.
Exceptions:
1. Residential installations.
2. In occupancies with a total occupant load of 10 or less, including customers and employees, one toilet facility, designed for use by no more than one person at a time, shall be permitted for use by both sexes.
3. In business and mercantile occupancies with a total occupant load of 50 or less including customers and employees, one toilet facility, designed for use by no more than one person at a time, shall be permitted for use by both sexes.

422.4 Toilet Facilities Serving Employees and Customers [Not adopted for OSHPD 1, 2, 3 & 4]
Each building or structure shall be provided with toilet facilities for employees and customers.
Requirements for customers and employees shall be permitted to be met with a single set of restrooms accessible to both groups.
Required toilet facilities for employees and customers located in shopping malls or centers shall be permitted to be met by providing a centrally located toilet facility accessible to several stores.
The maximum travel distance from entry to any store to the toilet facility shall not exceed 300 feet.
Required toilet facilities for employees and customers in other than shopping malls or centers shall have a maximum travel distance not to exceed 500 feet.
