There was no re-bar in the stem and none called for on the plans. I thought it looked like a weak spot. The contr. called the engineer. Four verticals were tied to the bottom footing steel and ties were placed around the anchors.
I don't know if it was a "give the inspector what he wants" moment, or it truly needed help. It just didn't look right so I thought I'd ask the question and hadn't asked for any specific fix.
