Single-Bottom Cylinder Hydraulic Elevator

Does the ASME Elevator Code require older (mid 1970s) hydraulic elevators with a single-bottom hydraulic cylinder to retroactively have the cylinder replaced, or a safety device installed to prevent rapid descent in case of loss of oil?
