sizing water meters and building supply lines.

many ahj's have water meters that are 5/8 " and the uniform plumbing code table 6-6 has 3/4" as the smallest size allowed. are jurisdictions violating the upc by allowing 5/8 " meters. what does the ipc allow?
 
Appendix E 2006 IPC

E101.1 This appendix outlines two procedures for sizing a water piping system (see Sections E103.3. and E201.1). The design procedures are based on the minimum static pressure available from the supply source, the head charges in the system caused by friction and elevation, and the rates of flow necessary for operation of various fixtures.

E101.2 Because of the variable conditions encountered in hydraulic design, it is impractical to specify definite and detailed rules for sizing of the water piping system. Accordingly, other sizing or design methods conforming to good engineering practice standards are acceptable alternatives to those presented herein.

The IPC uses the segmented loss method. Minimum diameter of water service pipe shall be 3/4" inch (603.2)
 
We use to supply 5/8 meters until about 10 years ago when the BO pointed out the 3/4" requirement to public works which they where glad to comply with since it meant a higher water impact fee.
