Don't give them ideas, they already have figured out a way to tax the air we breathe with Cap & Trade, with the drought they have figured out a way to tax the water we drink. There is an old saying: "Government is a necessary evil", but they seem to have forgotten that they are evil.Are they stack-able? Maybe San Fran and the State of CA should impose an occupant tax, and just "let em pack em in!"

Sounds like the SF powers have decided???cda, I'm guessing it has to do with when does a piece of furniture start to imitate a habitable sleeping room, or even a closet?If they are in a fully sprinklered building, the solid plywood walls and ceiling of the box may prevent proper sprinkler coverage within the sleeping area.
Additionally, if sleeping rooms are required to have emergency escape openings, when does an enclosed sleeping box start to act like a non-compliant sleeping room?
