smoke proof enclosures and vestibules

California, Type 1 high rise constructed in 1982. I have a plan checker trying to apply the current CBC code section 1022.10.2 regarding vestibules to this building. When was this added to the code?

It looks to me like a 2-hour stair extension was added at some point in time to achieve separation of exits. The existing stairs in an open plan for a full floor tenant did not meet 1/2 the diagonal. We have see this before. Current code would allow 1/3 the diagonal so the vestibule is not needed to extend the exit separation. None of the other stairs have "vestibules" Plan checker is stating that this vestibule is required. If that was the case then all the stairs would have vestibules. My code books end at 1987 and I see no mention of this requirement. Per the building engineer the stairs are pressurized.

any insight is appreciated.
