Solitex Mento 1000 VS Ice & Water

I have a homeowner proposing to use Solitex mento 1000 on the walls as a WRB which is compliant but they are proposing this on the roof in replacement of felt and more to the point ice & water shield.

Im not aware of this product being a replacement for ice & water shield, anyone have any factual knowledge of this being applicable?

I never considered 2 layers of paper.
