It has the fewest stories, although they probably counted the dome as only one story, but Maine (220'), Montana (272'), New Hampshire (275'), North Dakota (242'), South Dakota (174'), Vermont (124'), & Wyoming (146') are all shorter. Vermont must have a lot of midgets for a 38 story building to be only 124' tall!
