Spiral Stair Egress

In NJ I have a 4 unit apartment building with two units on the second floor, can spiral stairs be used as a second means of egress?

Not allowed. PA building code (per UpCodes):

1011.10 Spiral Stairways​

Spiral stairways are permitted to be used as a component in the means of egress only within dwelling units or from a space not more than 250 square feet (23 m2) in area and serving not more than five occupants, or from technical production areas in accordance with Section 410.5.

Only allowed within dwelling units.

Not sure why CC noted PA, when you called out NJ in the OP, but the wording is the same in both states.

So not for exterior, but you could enclose each of the spirals in each unit down to the first floor and then exit out a door, this would keep each spiral within it's unit, but I am not sure that helps for your needs.

Because I missed the reference to New Jersey, and I saw that the question originated from Pennsylvania.
