Sprinkler and smoke detector in office in new toilets

Existing building is a 3 story fully sprinklered with automatic and manual fire alarm system with CO detection. Construction Classification is Type IIB with a occupancy work area. Using EBCNYS alteration level 2, architect proposes to turn office space into two 7ft x 10ft toilet rooms in a business tenant office space. Do the new toilet rooms have to be sprinklered and/or do they also require alarm initiating devices and alarm notification appliances? EBCNYS Section 703.1 require that alterations be done in a manner that maintains the level of fire protection provided. Section 903.3.1.1 of BCNYS refers to bathroom coverage in Group R. I don't see any sections on omitting sprinkler heads in toilets of occupancy. Having more than a smoke detector seems like overkill. Please provide code section that supports your response. Thanks.

I would think sprinklers would be required in bathrooms, people still smoke even when you tell them to read the no-smoking sign!

Even the janitors closet would need a sprinkler head it would think.
 
There are almost no exceptions for spaces to be sprinklered in a NFPA 13 system.

Restrooms don't require fire alarm initiating devices, but do require audio/visual notification.
 
The NFPA 13 (Standard for the Installation of Sprinkler Systems) requires sprinklers in restrooms, and the International Building Code (IBC) may have comparable requirements.
