Sprinkler contractor certification requirements

Am I correct assuming that commercial sprinkler contractors must be certified in the USA, or their employees be certified by NICET or equivalent organizations?

Or can any plumber install sprinkler systems?

Had a heated discussion with an engineer who insisted that in New Jersey there is no such requirement and that the general contractor's plumber is all it takes...
 
And, at least in my state, the sprinkler layout and hydraulic calculations must be performed by a licensed fire protection engineer or a licensed automatic fire sprinkler layout technician.
 
Assuming a fire sprinkler, in CA, we have the C-16 license - Fire Protection Contractor. Pretty sure you need one of these to design the layout and install fire sprinklers. If lawn sprinkler, we have C-27, which I believe is what you need to install a landscape sprinkler system.

According to Google, only licensed contractors with a New Jersey Division of Fire Safety Contractor Permit can install fire sprinklers, and only licensed irrigation contractors can install landscape sprinklers.
