Square footage calculations - Eldorado County

El Dorado County, CA...

For the purposes of taxable square feet and squarefootage of a major remodel, how is square footage calculated? Is it based off the footprint (includes areas taken up by the walls)? Or is is usable square footage?

In a bonus room, what is the minimum ceiling height required to count it as square footage?
