Stair Landing Behind Door

This building is a duplex - therefore I am categorizing this building under the IRC. I am working with another Architect, and this concept was brought to me.

At the base of the stair, there would be a raised portion of the floor 7.5" above the finished floor - essentially the stairs first step. (refer to image) I find it somewhat odd (and have seen this in older homes - but not new construction). I have found code excerpts describing the stair landing at the base of the stair - but nothing prohibiting the stair landing being a step and the door abutting that landing. Thanks in advance for the input.
 
Do the stairs provide access to the second floor tenant, or is the second floor part of the first floor residence.
 
Is this inside or outside? Where does the door lead to?
So far don't see a problem as long as raised portion of the floor is at least the minimum size required for a landing.

Thanks for the reply - the stair is an interior stair and the door leads to the second floor. The tenant will own both first and second floor.
