This change/clarification aligns the stairway and handrail requirements between the prescriptive method and the work area method to ensure consistency. Without this clarification, stairways and handrails under the work area method would need to fully comply with the IBC, whereas the prescriptive method allows for more flexibility. The intent is to provide equivalent allowances under both methods, which may result in reduced costs or no change in compliance costs for the work area method.

An existing stairway shall not be required to comply with the requirements of Section 1011 of the International Building Code where the existing space and construction does not allow a reduction in pitch or slope.
