Storage of combustible materials in a plenum space NFPA?

Scenario.
High Rise R2 Use
Air Handlers and Storage Water Heaters are located in a closet only accessible from the common hallway areas
Based on setup, the small closet is a plenum space

Building management is frustrated trying to get compliance and asking for a code section to point to for existing buildings.

What could apply, if anything in this case? NFPA references only, no IPMC references please.
