Stories With One Exit - Table 1006.3.3(1)

Does this code table limit the maximum number of units using a single one exit to four (4) for all stories (up to third) or does it limit the number of units to four (4) per floor, allowing up to 16 units to use a single Exit (basement, first, second, and third floors).
