Storm Shelters Required Whenever There Is A Tornado

The new 2009 IBC section 423.2 does not mandate that storm shelters be provided.

Okay then...

Why say anything about storm shelters if there is nothing to trigger the requirement for something that will cost the client more money?

In what cases do other code officials mandate storm shelters?

Some jurisdictions have local amendments that require storm shelters. Section 423.2 now offers guidance how to design them when they are required.
