Structure Penetrating fire assembly

Does anyone have a good resource that explains when the following type of conditions are allowed, if they are at all?

Looks like typical platform framing construction., but why the rated horizontal assembly for only a portion of the floor? Wouldn't the entire floor assembly be rated?
 
Would be a fire partition between (2) units within a multi-family complex. One unit on the left, one unit on the right.

This particular condition is under a stair.

Yes, platform framing.
 
So, is that an intermediate landing that is supposed to be rated? Why not just have the wall pass through (thus keeping the rated wall continuous) and attach a rim joist to the wall to support the landing?
 
Fire partitions separating dwelling units don't have as restrictive requirements for supporting construction as fire barriers do. This would work. If that won't fly, then runt a beam parallel andunder the upper wall and have the joists hang off the beam. Then treat the construction on the lefthand side as a 1-hour horizontal assembly and the construction on the righthand side as unrated.
 
By "under a stair" do you mean exit enclosure? For fire partitions, what you show seems like it might work as the termination section typically allows fireblocking in lieu or the continuous rating through interstitial spaces....

2012 IBC:

708.4 Continuity. Fire partitions shall extend from the top of
the foundation or floor/ceiling assembly below to the underside
of the floor or roof sheathing, slab or deck above or to
the fire-resistance-rated floor/ceiling or roof/ceiling assembly
above, and shall be securely attached thereto. In combustible
construction where the fire partitions are not required to be
continuous to the sheathing, deck or slab, the space between
the ceiling and the sheathing, deck or slab above shall be fireblocked

or draftstopped in accordance with Sections 718.2
and 718.3 at the partition line.
