Stupid Question - Ledger Board Fastener Schedule

Does this mean that ledger boards are not allowed because of footnote h of the IRC Table 602.3(1). (Our windspeed is over 130 MPH). NC has a chapter 45 which covers from 130 to 150 MPH Windspeeds as a prescriptive means and a Chapter 46 for houses on pilings.

I don't see that in the 2015 IRC

It only means that it is not allowed based on the provisions in the IRC. In such situations you can make use of the provisions in the IBC which do not place such a limit although the IRC solution may not work.
