Suggestions on Slope of Driveway - Steep Driveway

Owner / Builder in San Diego area - The inspector has told me to keep my driveway to less than 20% but when I asked him how I can accompish this or what suggestions he has, he doesn't offer me any advice or suggestions. My level shows this is right at 20%.

What would you suggest? Option 1 slopes down, excavating more dirt versus Option 2 or Option 3 if your feedback, comments?

Property is in San Diego.

Our Municipal Code requires a safe walkway from the public way to the primary entrance. Driveways can be used as part of the walkway if they do not exceed 8.3% and have landings at top and bottom. If the driveway exceeds 8.3%, then code compliant steps are required for a safe walkway. And driveways are not allowed to exceed 15% slope. We are located at the foot hills of Mount Hood, and snow and ice are common problems in the winter.
