2012 IBC/2009 ANSI. Doing a plan review for a ramp that will be built into an existing pool. ANSI 1109.3.1 sends you to chapter 4 except where modified by 1109.3.1 thru 1109.3.3. ANSI 405.9 says edge protection is required. Plans show hand rails but no edge protection. Engineer of the plans said he was designing these for years and never required edge protection before. Can somone help me finding an exception for the edge protection?

Because no DP has ever drawn something that was not fully compliant... (removing tongue from cheek now...)
 
The 2012 IBC, 2009 ANSI, or the 2010 ADASAD do not offer an exception to the requirement of edge protection. They require compliance with the ramp requirements.

Have the Engineer provide the exception or an alternate means and methods request, or comply.
