Swing up grab bar clearance

In a Type B unit with an Option B bathroom:
For the additional bathroom(s) that only require blocking, do you still need the 18" min. clearance to one side of the toilet for the fold down grab bar? I know fixture clearances are exempt, but this is specific to the swing-up grab bar (1004.11.1.1). Does the 33" min. between wall/tub/shower and vanity still apply to this bathroom as well (ignoring good design practice and solely looking at requirements)?

Clearances still have to be provided so it can be adaptable
