How did they get demo permit without utility disconnected--

We get sign offs from power company and water/sewer and gas before we send an inspector out to make sure no wires/pipes attached before issuance of demo permit.

We don't require a demo permit if there will be a building permit for a new structure. That was the case here, almost. They were in plan-check and popped the cork early. The call came in as grading without a permit.
