No it's not an instant water heater under the sink. Their is a 40 gal water heater close by. The water is too hot right away so their must be a loop system.

Adjust the temp. down to under 120 degrees,
say around 110 - 115..........The Code requires
a maximum of 120 degrees, but effectively,
handwashing can be done at a lower temp.
Adding a foaming hand wash to the mix will
produce the cleaning \ sanitizing results desired.

What section is that in? I don't know of any section that requires 120 degrees. We use the IPC which wants less the 110 degrees for lavatories:
416.5 Tempered water for public hand-washing facilities.
Tempered water shall be delivered from lavatories and group
wash fixtures located in public toilet facilities provided for
customers, patrons and visitors. Tempered water shall be
delivered through an approved water-temperature limiting
device that conforms to ASSE 1070 or CSA B125.3.
2015 IPC Definitions:
TEMPERED WATER. Water having a temperature range
between 85°F (29°C) and 110°F (43°C).
But what is a public hand-washing facility public?

PUBLIC OR PUBLIC UTILIZATION. In the classification
of plumbing fixtures, “public” applies to fixtures in general
toilet rooms of schools, gymnasiums, hotels, airports, bus
and railroad stations, public buildings, bars, public comfort
stations,
office buildings, stadiums, stores, restaurants and
other installations where a number of fixtures are installed so
that their utilization is similarly unrestricted.
These are in a warehouse that has offices (but I would not call it an office building). But
customers, patrons and visitors would probably would come in

Would you require Tempered water (85-110 degrees) here ?
