CORPUS CHRISTI — Building codes drive a large part of the way the Texas Windstorm Insurance Association sets rates on policies, but some say there will never be long-term insurance reform until a more uniform building standard is established.

The way homes are built is dictated by complex codes that may change depending on the jurisdiction responsible for.........
