Sec. 214.216. INTERNATIONAL BUILDING CODE. (a) To protect the public health, safety, and welfare, the International Building Code, as it existed on May 1, 2003, is adopted as a municipal commercial building code in this state.(b) The International Building Code applies to all commercial buildings in a municipality for which construction begins on or after January 1, 2006, and to any alteration, remodeling, enlargement, or repair of those commercial buildings.© A municipality may establish procedures:(1) to adopt local amendments to the International Building Code; and(2) for the administration and enforcement of the International Building Code.(d) A municipality may review and consider amendments made by the International Code Council to the International Building Code after May 1, 2003.(e) A municipality that has adopted a more stringent commercial building code before January 1, 2006, is not required to repeal that code and may adopt future editions of that code.

Texas State Board of Plumbing Examiner's Rule Sec. 367.1. General Provisions.

(e) To protect the health and safety of the citizens of this state, the Board adopts the following plumbing codes:

(1) the 2006 Uniform Plumbing Code, as published by the International Association of Plumbing and Mechanical Officials; and

(2) the 2006 International Plumbing Code, as published by the International Code Council and the codes incorporated by reference within the 2006 International Plumbing Code, including:

(A) the 2006 International Fuel Gas Code; and

(B) the 2006 International Residential Code.

2011 National Electrical Code (NEC) Becomes Effective September 1, 2011 - Chapter 1305.101(a)(2) of the Texas Electrical Safety and Licensing Act requires our agency to adopt the revised NEC as the electrical code for the state of Texas. In accordance with state law, the Texas Commission of Licensing and Regulation adopted amendments to Chapter 73.100 of the administrative rules thereby establishing the NEC 2011 as the "minimum standard" for all electrical work in Texas that is covered by the Act.

Chapter 1305.201 provides municipalities the authority to make local amendments to the 2011 NEC; however, any proposal to amend these standards should be done in accordance with NEC 90.4 which stipulates that "the authority having jurisdiction may waive specific requirements in this Code or permit alternative methods where it is assured that equivalent objectives can be achieved by establishing and maintaining effective safety."

2009 Code Editions Become Effective September 1, 2011 - Chapter 1302.101(a) of the Air Conditioning and Refrigeration Contracting Law requires our agency to adopt rules for the practice of air conditioning and refrigeration work. In March 2011 and in accordance with state law, the Texas Commission of Licensing and Regulation adopted amendments to Chapter 75.110 of the administrative rules thereby establishing the 2009 Uniform Mechanical Code and the 2009 International Mechanical Code, as "minimum standards" for air conditioning and refrigeration work in Texas covered by the Law. The rule established September 1, 2011 as the effective date.

Effective April 1, 2011, the Texas State Energy Conservation Office adopted the 2009 International Energy Conservation Code (IECC) for commercial, industrial and residential building over three stories. The code applies to R2, R3 and R4 residential buildings and excludes one- and two-family residences of three stories or less above grade.

Effective January 1, 2012, the Texas State Energy Conservation Office adopted the 2009 International Residential Code (Chapter 11) as the state-mandated energy code for all residential construction, one- and two-family residences of three stories or less above grade. The new code updates the Texas Building Energy Performance Standards previously based on the 2000 IECC with 2001 Supplement.
