Do you need a permit to build a shed in Canada?

Permits are required through municipal building bylaws, or, where unamalgamated, provincial regulation, so each area would be different. Regardless of whether a building permit is issued, compliance with the National Building Code of Canada is required. I'm going to go out on a limb here and say that he might need an engineer to approve this if he wants to keep it (good luck).
